2.  Statutory objectives:

The objectives of the association are to create support groups for vulnerable and socially excluded people that will provide them with an opportunity for personal and social development, as well as:

  • Creating a local support network for vulnerable people at risk of social exclusion, and well as motivating vulnerable communities and individuals.
  • Developing a housing base for  socially excluded people (community houses, social readaptation flats, social houses)
  • Organizing short-term assistance in terms of education and mutual support for socially excluded people,
  • Supporting initiatives which aim to create various forms of education, employment and entrepreneurship (close cooperation with other organisations engaged in this matter)
  • Cooperating with government and local administrations as well as with organisations acting in the field of social help, above all with local self-help organisations, both in the country and abroad. 
  • Participating in the process of preparing diagnosis of the size of social problems 
  • Cooperation in order to realise programs initialised by ‘Barka’ Charity

 The objectives of the Association organised are fulfilled through:

  • Creating and running houses together with socially excluded people, communities, hotels, and social readaptation flats
  • Creating and running centres for intervention and advice 
  • Organising mutual aid support, material, education and spirituals support,
  • supporting people in finding a job
  • Cooperating with institutions providing education, enterprise, and social construction for the socially excluded people 
  • Integrating local communities in order to improve effectiveness of helping people in difficult life circumstances,
  • Acting towards the realisation of the statutory objectives of the Association
  • Participating in associations of organisation acting in the field of social exclusion. 

3.   A scope, form and realization of statutory activity, as well as a description of major legal events during activity of the Association which had financial effect.

In 2006 Social Emergency managed to fulfil two statutory objectives through following legal events:

I. "Darzybór" Information and Consultation Point:

Working in the homeless people environment (camps, staircases, stations, etc.) This environment is entered by so called street workers (specially trained people who also come from socially excluded groups, but who managed to overcome their problems and now set example of  how to change life situation. The task of the street workers is to:

  • establish relations with homeless people
  • identify problems of the people they establish the relations with
  • motivate these people to use adequate forms of available support
  • provide the homeless with basic medications and packed food
  • in winter time ensure the homeless receive a warm meal at the train station

Functioning of the "Darzybór" Information and Consultation Point:

  • short-term help - meals, food, wash and outpatient clinical help
  • helping to find a 24 hour open place of stay
  • social, therapeutic, psychological support
  • legal advice
  • preliminary problem diagnosis and recognising deficiencies of the person, and later preparing a plan of support based on the findings of the diagnosis
  • maintaining a database of the homeless using the Point

II.   Hostel and Social Readaptation flats program.

Maintaining hostels for the homeless inhabited by an average of 200 people a day:

  • 24 hour boarding
  • providing the homeless with social, psychological and therapeutic support
  • promoting autonomy of the people (Hostel Council)
  • involving the residents of the hostel in work on the area of the hostel
  • inspiring appearance of mutual support groups among the residents (support groups for the homeless, people indirectly affected by addiction, addicts, the unemployed, women, and men)
  • encouraging family reunions (initiating the first contact, organising social events facilitating the family meetings)

Maintaining social readaptation flats, inhabited currently by 23 persons
Supporting the residents in their attempt to be given a flat (helping with handling the office applications, budget planning, etc.)
Supporting people who managed to become self-reliant in dealing with problems of everyday life

III. Education and Therapy program

1. Educational and corrective classes for those who serve a sentence in prison and for those who are released freed from there
2. Education and self-correction classes for the victims of the violence
3. Education and self-correction classes for those who commit violence
4. Therapeutic classes for addicted people – individual therapeutic advice, introduction and education groups, support groups, a therapy group for those who want to stay sober.
5. Therapeutic classes for those who are indirectly affected by the addiction
6. Maintaining self-education classes within the framework of Social Animation Classes
7. Acting for the benefit of family support:

  • Education and Correction Activities for Parents (classes and workshop on the partnership, functioning of families, parental roles)
  • Running a Toddler Club (nursery) and Young Club 
  • Giving occupational advice and helping in finding a job appropriate for a given family
  • Ensuring adult members of families are given temporary employment


IV. Social and Professional Reintegration Program

1. Managing the Social Integration Club ‘Darzybór; offering its attendants:

  • Mutual aid support groups for addicts and people indirectly affected by addiction, unemployed, women and men
  • Self-education Group 'Social Animation School'
  • Personal development workshops,
  • Career advice workshop 
  • Legal advice
  • English and German Language Classes

2. Managing classes during which its attendants are motivated to take on further education, participate in the Social Integration Centre, become professionally active (establishing Social Association, self-employment or employment in the conditions of free market)  
3. Providing excluded people with temporary employment 
4. Facilitating achieving higher professional qualification by attending partnership projects co funded by the European Union – Community Initiative EQUAL 'Social Economy in Practice' and 'Reintegration of the long-term unemployed and homeless in Poznań’ Programs – founded by: European Social Found 
5. Motivating the people to their gradual becoming  autonomous: applying for a social and later council flat
6. In order to create a complex plan of reemployment of those who remained unemployed over a long period of time the Social Emergency was given on 27th October 2006 a position of a Social Integration Centre by a Voivode of the Wielkopolska Province, 
7. Social Emergency Organisation was registered as a training institution on 31.12.2004, registration number:2.30/00087/2004

V. Programs completed in 2006:

Realisation of the Social Emergency Organisation Program – providing the homeless with comprehensive support – funded by Poznań City Council; completed in: January 2006 – December 2006, amount of the subsidy: 462, 272 PLN, purpose:

  • Providing the homeless and those who are in difficult life situation with systematic help by protective, preventive and motivating actions. 
  • Realisation of the Therapy and Education Program for the victims of domestic violence – funded by: Poznań City Council; completed in: January 2006 – December 2006, amount of the subsidy: 8, 400 PLN, purpose: Sharing knowledge concerning violence and the ways of dealing with it (i.e. both experiencing violence and behaving violently) with families that are affected by domestic violence
  • Realisation of the Therapy and Education Program for people who commit domestic violence – funded by: Poznań City Council; completed in: January 2006 – December 2006, amount of the subsidy: 10, 300 PLN, purpose: Sharing knowledge on the mechanisms of dealing with anger and aggression as well as stopping violent behaviours
  • Realisations of the Therapy and Education Program for homeless addicts – funded by: Poznan City Council; completed in: January 2006 – December 2006, amount of the subsidy: 19, 400 PLN, purpose: Classes offering support and therapy for the homeless addicted to alcohol 
  • Realisation of the program of giving extra food to the poor – funded by: Poznań City Council; completed in: January 2006 – December 2006, amount of the subsidy: 45, 000 PLN, purpose: Providing a warm meal and food help to those of the poor who are unable to obtain it on their own  
  • Realisation of the program ‘Darzybór' Social Integration Club – funded by:  Poznan City Council; completed in: January 2006 – December 2006, amount of the subsidy: 36, 000 PLN, purpose: Social and professional activation of the unemployed by educational classes, mutual support groups, self-education groups and psychological, legal and career advice
  • Organising Easter Celebrations for the homeless and the poor – funded by – Voivodeship Council of the Wielkopolska Province, completed in: March – April 2006, amount of subsidy: 2, 500 PLN, purpose: Ensuring the homeless, lonely, and poor celebrate their Easter Holidays in an adequate way
  • Realisation of the program 'Protection of Women Rights by activating women circles, education and preventing domestic violence’  - funded by Voivodeship Council of the Wielkopolska Province, completed in April 2006 – August 2006, amount of the subsidy: 2, 050 PLN, purpose: bringing up awareness of the main life problems and learning how to deal with them, legal support.
  • Realization of the program: 'Taking actions in order to help and support social readaptation of the convicts and people released from prisons, particularly by supporting them in finding a job and becoming professionally active’ – funded by Voivodeship Council of the Wielkopolska Province, completed in:  April 2006 – August 2006, amount of the subsidy: 2, 100 PLN, purpose of the project: comprehensive help given to convicts or people who leave prisons in the process of their resocialisation. 
  • Realisation of the program: ' Być Razem’ (Be Together) –funded by the Voivodeship Council of the Wielkopolska Province, completed in: May 2006 – September 2006, amount of the subsidy: 5, 000 PLN, purpose of the project: supporting families who live in the hostels and are helped by the Association
  • Organising free time and holidays for the children and the young by education, sport and developing individual interests – funded by: Voivodeship Council of the Wielkopolska Province, completed in - July 2006 - September 2006, amount of the subsidy:
    1, 700 PLN, purpose: organising summer play centre
  • Parenting Skills Workshop – funded by: Regional Social Assistance Centre, completed in: August 2006 – November 2006, amount of the subsidy: 5, 000 PLN, purpose: developing skills  which allow parents to maintain true relations with their children and prevent a child from developing personality deficiencies 
  • www.wykluczenie.pl – funded by: Citizen Initiatives Fund, completed in August 2006 – December 2006, an amount of the subsidy: 67, 136 PLN, purpose: creating a place where opinions and information facilitating non-governmental organisations dealing with social exclusion might be shared
  • 'Darzybór' Information and Consultation Point – funded by the Citizen Initiatives Fund, to be completed in the period from September 2006 to December 2007, amount of the subsidy: 181, 065 PLN, purpose: Creating a place where the homeless would be given information and support
  • Supporting the homeless families in the process of social and professional reintegration – funded by Citizen Initiatives Fund, to be completed in the period from August 2006 to December 2007, amount of the subsidy: 75, 312 PLN, purpose: Providing the families in difficult life situation with comprehensive support;
  • Charity Donation by the Bank Zachodni WBK SA Foundation, completed in: September 2006, purpose:  a purchase of school handbooks and equipment for children, amount of subsidy and the full cost of completing the task 4, 540 PLN
  • Supporting the children and young within the framework of the Toddler and Young Clubs – funded by: the City of Poznań; completed in: October – December 2006, amount of the subsidy 10, 700PLN, purpose: creating appropriate development conditions for the children from disadvantaged families 
  • Resocialisation of the homeless – a comprehensive program supporting the homeless while coming out of the homelessness – realised by the Social Emergency, subsidised by:  Voivode of the Wielkopolska Province, completed in: November 2006 – December 2006, amount of the subsidy: 35,000 PLN, purpose: comprehensive support given to the homeless while their social and professional reintegration by preventing and motivating actions
  •  Resocialisation of the homeless – a comprehensive program supporting the homeless while coming out of the homelessness – realised by the Social Emergency, funded by:  The Ministry of Labour and Social Policy, completed in: December 2006, amount of the subsidy: 216,000 PLN, purpose: comprehensive support given to the homeless while their social and professional reintegration by preventing and motivating actions
  • Organising Christmas Celebrations for the homeless and the poor – funded by – Voivodeship Council of the Wielkopolska Province, completed in:  November 2006 – December 2006, overall cost – 2, 388 PLN, the amount of the subsidy: 2,000 PLN
  • Program 'Social Economy in Practice’ – funded by the Community Initiative EQUAL, administered by 'Barka' Mutual Support Charity, amount of the subsidy 149,800 PLN, completed: 2006 – 2007, purpose: supporting the homeless in their trying to reintegrate with the job market
  • Program ‘Reintegration of people who remained unemployed and homeless for a long period of time in Poznań' - funded by: European Social Fund, the administrator of the program The City of Poznan, funding of the activity of the Social Emergency has not been included in the program 

Social Emergency  in numbers
In 2006:

  • 723 people reported to the Association; 
  • 210 people lived monthly in the hostels 
  • 1350 persons were given support, including an emergency accommodation; 
  • 207 person attended classes organised by the Social Integration Club; 
  • 36 persons attended classes organised by Social Integration Centre; 
  • 110 attended educational classes; 
  • 109 persons started addiction therapy 
  • 122 persons participated in mutual support groups;
  • 14 children participated in the Toddler Club classes; 
  • 167 persons were employed; 
  • 80 persons managed to become independent.

  • Subsidies for the renovations were obtained from the subsidies of the Ministry of Labour and Social Policy. In 2007 it is planned to, among others, fit new doors and windows.
